Youth Aid Panel Program
   
 
 
   
Youth Aid Panels are located throughout Montgomery County.  Each Panel is comprised of a group of trained and highly dedicated community volunteers who oversee a diversionary program for first-time minor offenders.  Under the terms and conditions of their participation in the program, these offenders must complete assigned tasks and community service obligations in order for them to achieve a clean record.  Additionally, in order to provide comprehensive services in youthful offender cases, a Victim Services Provider is on staff to assist victims and witnesses of juvenile crimes.
 
Youth Aid Panels in municipalities provide a means of raising community awareness and responsibility for their youth. They link law enforcement agencies, community resources and trained community panelists. 
  
Juvenile offenders admit their involvement in the offense. The Youth Aid Panel is not a court of law and does not decide guilt or innocence.  Juveniles charged with eligible first-time summary or misdemeanor offenses and their families will meet formally with panelists to decide an appropriate resolution for their criminal behavior. The panel and juvenile sign a contract to complete educational activities, community service, or restitution. 
 
Juvenile offenders and their parents may choose the Youth Aid Panel option rather than Juvenile or District Court ONLY if a designated Police Officer offers the Panel option, at the Officer's discretion.  The Youth Aid Panel will screen all applicants, (work site supervisor has the right to reject any applicant) provide prompt support for a situation involving a juvenile which may be problematic, and will periodically contact organizations in person or by telephone.
